Reporting to Project Manager - Construction
Capabilities and responsibilities:
These are listed below in the sequence in which they generally occur. This sequence is
not indicative of the relative importance of the individual function, all of which are aimed
at the ultimate achievement of aforementioned purpose.
- Manage and guide a team of Pre-commissioning specialists as the functional head at
an LNG project with overall responsibility for technical performance, ensuring
application of established procedures and standards of the Contractor at all levels - Define and establish the pre-commissioning and handover execution framework and
objectives for the project. - Ensures implementation of best practices by developing and implementing turnover,
pre-commissioning, preservation and maintenance processes and systems
considering and including contractual requirements, project and construction
schedule, reliability, maintenance, materials management and change management. - Ensure implementation of HSE, quality, value, timeliness on all related tasks and
duties. - Development of the pre-commissioning strategy.
- Establishes system boundaries, scopes of work, and precommissioning / turnover
execution plans. - Manages development of Precommissioning Staging Plans and Schedules,
integrated in the Project Staging and baseline plan, which supports the Program
Plans. - Acquires the authoritative knowledge and extensive technical & operational
background as well as a holistic grasp of complex situations moving between
intuitive and analytical approaches with ease. Moreover, has the ability to see the
overall picture and alternative approaches.
2 - Manages & supervises the precommissioning of various systems in project including
Electrical System, Closed Bus System; Generator Engines, large Machinery
Systems; Mechanical and Piping Systems; Integrated Automation Systems; Safety
and Fire Systems; Dynamic Positioning, Control & Reference Systems; Crane
Ancillary Utilities; Pipe Handling and Pipe Tensioning System etc. - Lead, control, monitor the preparation, planning, organization and execution of precommissioning activities.
- Review of the engineering designs and Contractor’s pre-commissioning
/commissioning plans, procedures and work practices. - Assist with agreement and clarification of the definitions of Pre-commissioning and
other related items. - Coordinate the interfacing with construction teams and other stakeholders to ensure
mechanical completion across various project disciplines. - Assurance of the work being compliant with the Client’s requirements, industry
legislation and standards. - Have an awareness of HSE issues in all phases of construction and precommissioning.
- Liaise with the discipline Construction Managers, to establish and integrated
approach to pre-commissioning and project completion. - Interface and coordinate vendor scope of work and inter-related activities.
- Monitor the progress of document production by the company and the Contractor, in
particular the identification and definition of systems required for pre-commissioning
priorities. - Assist in the requirement and mobilization of pre-commissioning personnel, as well
as with the orientation and training required. - Develop and coordinate the implementation of pre-commissioning plans and
procedures. - Assist in transfer of project emphasis to “system priorities” in a timely manner.
- Assist with the organization of a certification system, which will facilitate final handover to the Client.
- Plan and procure special materials and consumables for tests and other contractual
requirements. - Implement strategies to minimize re-work, recover slippages and maintain high
morale and safety. - Coordinate commissioning and start-up facilities with End Users and Client Field
Maintenance
Qualification and Experience Requirements:
- B.Sc. in Engineering as a minimum (pref., Mechanical or Process Engineering).
- 15 years (min) of varied experience on process plant, oil and gas plants, industrial
buildings and tank farms. - Knowledge of equipment installations, QA/QC and testing methods and systems
completions/turnover. - Good communication skills, ability to interact effectively with Client, EPC Contractor,
other stakeholders and vendors. - Computer literate in commonly used software with emphasis on turnover and
systems completion.
